AidData's Global Chinese Development Finance Dataset 3.0 records 20,985 projects financed by Chinese government institutions and state-owned entities in 148 recipient countries and territories, with commitments from 2000 to 2021. Each row is one project-level record, reconstructed from official sources, contract records, aid information systems and media reports using AidData's TUFF (Tracking Underreported Financial Flows) 3.0 methodology.

Records are classified by flow class (ODA-like, OOF-like, or vague official finance), flow type (grant, loan, debt rescheduling), intent (development, commercial, mixed, representational), sector and implementation status. Amounts are reported both in nominal US dollars and in constant 2021 US dollars; amounts are missing where the value was never disclosed, and are left empty rather than imputed.

AidData flags a subset of records with 'Recommended For Aggregates' — when summing amounts, use only those records, otherwise umbrella agreements and their sub-projects are double-counted. That flag is kept as a column here. The delivered source archive also contains the field definitions, the TUFF 3.0 methodology and the sub-national (ADM1/ADM2) location files, which are not hosted here.

AidData 全球中国发展融资数据集 3.0 收录了 2000–2021 年间中国官方机构与国有主体在 148 个受援国家和地区开展的 20,985 个项目。一行是一条项目级记录，由 AidData 依据 TUFF 3.0 方法，从官方文件、合同记录、援助信息系统和媒体报道中逐条重建。

每条记录标注了资金类别（类 ODA、类 OOF、口径不明的官方资金）、资金形式（赠款、贷款、债务重组）、意图（发展、商业、混合、代表性）、部门和执行状态。金额同时给出名义美元与 2021 年不变价美元；未披露金额的项目留空，不做任何插补。

AidData 对适合做汇总的记录打了 `Recommended For Aggregates` 标记——做金额加总时只应使用该标记为 Yes 的记录，否则总协议与其子项目会重复计数。此处保留该字段供筛选。随交付的原始压缩包还包含字段定义、TUFF 3.0 方法说明与次国家级（ADM1/ADM2）位置文件，这些内容未在此托管。
