ATOP records formal military alliances. This conservative hosted view pairs distinct COW-coded members only when their official member spells overlap within the same ATOPID and PHASE. Each row is one continuous unordered membership dyad interval. ATOP's official obligation files were reviewed, but obligation fields are omitted because none can be assigned reliably to a single alliance-phase dyad when partner-specific obligations or multiple shared alliances occur. COW node keys remain distinct from modern ISO3 values, which are supplied only for visualization.

ATOP 记录正式军事联盟。本页采用保守的成员关系视图：仅在同一 ATOPID 与 PHASE 内两个 COW 编码成员的官方成员有效期存在交集时生成无序国家对，每行为一段连续有效区间。经核查官方联盟、联盟阶段、成员、dyad-year 与 directed-dyad-year 文件，现有义务变量无法在存在伙伴差异或多重共享联盟时可靠下推到单一联盟阶段国家对，因此正式页面不展示义务字段。网络节点使用原始 COW code，现代 ISO3 仅作可视化辅助。
