The CIRI Human Rights Data Project scores government respect for fifteen internationally recognised human rights in nearly every country, annually from 1981 to 2011. Codings are made from the US State Department and Amnesty International country reports, following a published coding manual designed to keep scores comparable across countries and years.
Hosted here are the two summary indices — physical integrity rights (0–8) and empowerment rights (0–14) — plus eight of the underlying component scores. On every measure a higher score means more government respect for the right.
The project stopped updating after the 2011 data year; this is the final historical release and values are reproduced unchanged. CIRI's three negative missing codes (-999, -77, -66) are converted to null rather than treated as zeros.
CIRI 人权数据项目对几乎所有国家 1981–2011 年间政府对十五项国际公认人权的尊重程度逐年编码,编码依据美国国务院与大赦国际的国别报告,并遵循公开的编码手册,以保证跨国跨年可比。
此处托管两个汇总指数——人身完整权指数(0–8)与赋权类权利指数(0–14)——以及八个分项得分。所有指标均为分值越高、政府对该项权利的尊重程度越高。
该项目在 2011 数据年之后停止更新,本数据为最后的历史版本,数值原样保留。CIRI 的三个负数缺失码(-999、-77、-66)已转为 null,不按 0 处理。
