Comparative Agendas Project: Official Project-Series-Year-Topic Data比较议程项目：官方项目—系列—年份—主题数据

Official CAP raw files are retained by project. Each final row is a project-series-jurisdiction-year-major-topic cell. Counts and shares are calculated only within the same source series and year, so heterogeneous sources such as laws, speeches, media, and manifestos are not pooled. The reproducible build reads portable CSV and XLSX files with usable year/date and CAP major-topic/subtopic fields; original legacy XLS files remain as source evidence but are not converted or aggregated.

保留了按项目组织的 CAP 官方原始文件。每行是“项目—来源系列—辖区—年份—大类主题”单元；计数和占比只在同一来源系列、同一年内计算，不将法律、演讲、媒体、宣言等异质材料混合。可复现脚本直接读取具有可用年份/日期和 CAP 大类/子类字段的 CSV 与 XLSX；旧 XLS 原件作为来源证据保留，但不生成转换副本或纳入聚合。
