DESTA records the design of preferential trade agreements. This registry contains one row per formal base_treaty identifier; base entries provide agreement identity, dates, and members at signature, while available consolidated entries supply the latest consolidated market-access type. Five delivered groups lack a formal base entry and are explicitly flagged; their earliest available entry is used as the canonical row. Agreement type and institutional depth use DESTA's published codes.

DESTA 系统编码优惠贸易协定的制度设计。本名录以正式 base_treaty 为单位，每行一项协定；协定名称、日期和签署时成员取自 base entry，如有 consolidated entry，制度深度取其合并后编码。交付文件中有 5 个分组缺少正式 base entry，已逐行标记并保守采用最早可用 entry。协定类型与制度深度均使用 DESTA 正式变量。
