GSDB Release 4 records sanctions imposed by sender actors on target actors. This compact hosted view is built from the official case-level file and retains one observation per sanction case-sender-target combination, using the official begin and end years. Explicit comma-separated sender or target lists are split into actors; named multilateral organizations and collective groups remain single actors because the case file identifies them collectively. The annual dyad-year expansion is not included.

GSDB 第 4 版记录制裁发起方与目标方之间的制裁关系。本页使用官方案例级文件，每行为一个“制裁案例—发起方—目标方”组合，并直接保留官方起止年份。明确列举的多发起方或多目标方名单已拆分；以国际组织或集合性集团名义记录的行为体仍作为单一节点保留。页面不再展开逐年 dyad-year 记录。
