This dataset is the OECD FDI Regulatory Restrictiveness Index (FDIRRI) for 2023, covering multiple OECD and partner economies. The index quantifies legal and regulatory barriers to foreign direct investment across 22 economic sectors, measuring four types of restrictions: foreign equity caps, screening mechanisms, limits on key foreign personnel, and other operational constraints. Index scores range from 0 (fully open to foreign capital) to 1 (fully closed), with the aggregate national total index weighted by sectoral economic output to reflect overall investment openness of a country.
