The UCDP Managing Intrastate Low-Intensity Conflict (MILC) dataset records third-party conflict-management attempts as events directed at low-intensity intrastate armed dyads worldwide for 1993-2004, coded by UCDP researchers from news sources (primarily Reuters). Each row is one event: an occurrence of a specific type of measure by a specific type of third party, continuous in time. An occurrence that engaged several types of third parties (for example states together with an IGO) is split into one row per type of third party.

Each event identifies the conflict (66 conflicts, including territorial ones such as India (Assam) or Israel (Palestine), plus unclear-dyad events), the incompatibility, the warring sides, up to five dyad IDs, the event dates, the type and identity of the third party or parties (up to 27 per event; states use COW codes, IGOs and NGOs use UCDP actor IDs), and flags for P5 members, neighbouring states, the UN and non-UN IGOs. Measures coded are indirect, direct, unclear and bilateral talks (with the topic of the talks), arbitration, good offices, fact-finding, permanent observer missions and peacekeeping operations. Conflict-level escalation information (whether a dyad reached the war level between 1993 and 2004, and in which year) is also included; the dataset itself contains no per-event success or outcome code.

The distributed Excel file contains 3467 event rows (the codebook states 3471 events); this cleaned version keeps one row per event. Event dates are mapped to full ISO dates where the source gives complete dates and to integer years otherwise. Countries are located by the COW code of the conflict state, converted to ISO3 (historic identifiers such as FR Yugoslavia 1993-2006 are mapped to their standard successor for map display).

每起事件记录所属冲突（66 个冲突，含领土型冲突如 India (Assam)、Israel (Palestine)，以及 dyad 不明的样本）、不相容性类型、交战双方、至多 5 个 dyad 编号、事件起止日期、第三方类型及身份（每行至多 27 个，国家用 COW 代码，IGO 与非政府方用 UCDP 行为体代码）、常任理事国/邻国/联合国/非联合国 IGO 等标记。编码的措施包括间接、直接、情况不明及双边会谈（含会谈议题）、仲裁、斡旋、事实调查、常驻观察团与维和行动。另含冲突升级信息（1993-2004 年内该 dyad 是否及于何年达到战争级），本数据集本身不提供逐事件的成败结果编码。

分发的 Excel 实际含 3467 行事件（codebook 声称 3471 起事件），本清洗逐行保留。时间处理：源数据给出完整日期者转为 ISO 日期，否则以整数年份呈现。国家定位采用冲突所在国的 COW 代码并转为 ISO3（历史行为体如 1993-2006 年的前南斯拉夫按现行惯例以继承国代码近似显示）。
