The V-Dem civil liberties index combines freedom of opinion and expression, freedom of association, freedom of religion, freedom of movement, and property rights, measured yearly per country on a 0-1 scale. Higher values mean stronger protection of civil liberties. This export keeps only the indicator, the country (ISO3) and the year.
